Is there any on demand manufacturer (as zazzle.com or cafepress.com) that allow you to create your own rubber stamps? Or personalized ones?

Look in the local yellow pages for your area. Custom rubber stamp making business is a means of spare income for people working in their homes. Almost all communities have someone doing rubber stamps.
You can find rubberstamp makers in the Yellow Pages or at many office supply stores.
They will usually make the stamps from rubber, but they may also offer the clear polymer stamp material to make the stamps from that can be done at home with special equipment.
I like to use one of the online services (for custom rubber stamps) though because they’re good, reasonably priced, quick, and will also give back the "mold board" the stamps were made from (plus it supports a good cause, the Cerebral Palsy Association).
I’ve written about them before, and how to use them, etc, in this previous question if you want more details:

Yes! There are lots of places out there that let you order custom rubber stamps with personalization. I’ve found them all over but personally I always choose SimplyStamps.com for mine now because of the service&price – no minimum quantities, accept logo/artwork personalization, ship next day, etc. They guarantee their work so that’s who I trust
Hope that helps!
