I have a design scetched out and would like it on a rubber stamp. I have an artist who can do it, but where do I buy a blank rubber stamp?

I am having a hard time getting the embossing powder to adhere to the ink after I have stamped the surface with a clear stamp. I know their quality isn’t as good, but should it make a difference with how the ink holds the powder? Could it be the powder? I’m not having a problem with my rubber stamps. I just wondered if there was anything else I could try.
Also, what’s the best ink to use? Right now I’m using "pigment" ink, which says it’s great for embossing. Should I try something else?

I have made a rubber stamp in photoshop putting all the noise effect in it which makes it seem like a real stamp on screen. But when i take a printout on paper it seems like again a printout with well defined edges and dull ink quality and nowhere is seems like stamped. I am using a basic hp inkjet printer.
How do i get a rubber stamp like shiny-fading effect in this printout. Please reply as I need it urgently.
